I've been a fan of Robert Jackson Bennett since the publication of MR. SHIVERS, and I make it a point to read every novel he publishes. He doesn't adhere to any one genre or theme: MR. SHIVERS was historical horror, THE COMPANY MAN historical urban noir fantasy, AMERICAN ELSEWHERE science fiction (and oh what a glory it was!)
CITY OF STAIRS I would label as not fantasy, but fable, with Mr. Bennett's trademark literary erudition and his fearlessness in exploring uncharted territory.
